I just spoke to Scott Gegenheimer, Tunisian CFO, who explained that one of their HLR databases (Home Location Register -- which stores subscriber data) is down and despite their efforts to restore it using backups they have not been able to get the system back up and running. They are flying in a team from Siemens Germany, which will land at 13:30, and expect to resolve the problem by the end of the day. As we had heard earlier, this problem is affecting mobile numbers with the 20 and 22 prefixes – roughly 1/3 of Tunisian subscribers.
